There literally no single way that OS8.5 will officially come to a 22 i4. BMW have said exactly which i4s will get it and which cars in general will get it via OTA, and - spoiler alert - the i4 will not be getting it via OTA, only from production 7/23+

As much as I wish they would do it - nothing right now indicates that they are planning to update cars built before the communicated dates. Nevertheless, I will bug the person person at BMW Welt about it when I pick up my car at the end of June. At least they'll have my feedback.

I was quite optimistic when the i4 and iDrive 8 got announced because it seemed like the new system would also come with a modernization of their general software strategy, but here we are...
As I said, my car will have a 06/2023 build date (after a 16 month wait, including a price increase in-between even).
BMW has announced iDrive 8.5 half a year before my car is even getting built, yet they won't offer an update for it. Feels more like the software strategy of a washing machine maker sadly, not a self-proclaimed high-tech company.
(and before anybody chimes in: This is not about any specific features or about liking 8.0 better than 8.5 - it's more about customer expectations and customer experience in 2023).

Even in your last quote it says that it will come "via a remote software ugprade in certain vehicles already running Operating System 8", which is then made clear in the latest press article, which says: "Other cars that can be updated to BMW Operating System 8.5 at a later stage via Remote Software Upgrade: BMW 7 Series from production 07/22; BMW iX from production 03/23; BMW X5, BMW X6, BMW X7. BMW XM, BMW X5 M, BMW X6 M from production 04/23." This article also says this: "Ex factory: BMW 7 Series, BMW iX, BMW i4 from production 07/23; BMW X5, BMW X6, BMW X7. BMW XM, BMW X5 M, BMW X6 M from production 08/23. "

I'm not sure how else you would want them to express that OS8.5 is not coming to i4s before 7/23. They're literally listing all the models that will get it ex factory, and then listing all the models that will get it as an upgrade. They only way to make it clearer would be to make an own article just saying "No i4 before 7/23 will ever officially get OS8.5", but why would they do that, if they're actually providing the necessary information already.
Surely you can try to talk to management, write letters, beg your dealers and maybe, just maybe, BMW will actually change their minds and create a subversion of 8.5 (something like 8.4) which will then be compatible with MGU21 or something, but I'm pretty sure that there's a better chance to get OS8.5 with a hardware upgrade.
